Councillor Crout was elected to the Council on 6 May 1999 to represent Leggatts Ward which he continued to do until 4 May 2006. He was a member of the Labour Group from his election on 6 May 1999 until 31 July 2004 when he became an Independent Councillor. From 31 January 2005 he joined the Liberal Democrat Group. Since 4 May 2006 he was elected to represent Stanborough Ward.
